Andrew J. Dubill served as Staff Director for the National War Powers Commission through the release of its final report in July 2008. He then returned to the private sector, joining Avanti Investment Advisors. Before serving as Staff Director, Andrew practiced law for four years at Kirkpatrick & Lockhart Nicholson Graham LLP in Washington, DC, where he focused on securities enforcement defense, white-collar criminal defense, and securities litigation. While in private practice, he represented broker-dealers, investment advisers, financial institutions, and individuals in high-profile criminal and enforcement investigations before the U.S. Department of Justice and a variety of regulatory agencies and organizations, including the U.S. Securities and Exchange Commission, the New York Stock Exchange, NASD Regulation, Inc., the Office of the Attorney General of New York, and the Virginia State Corporation Commission. Prior to joining K&LNG, he clerked for Norman K. Moon, U.S. District Judge for the Western District of Virginia. He also clerked for the U.S. Attorney's Office for the Eastern District of Virginia and served as a speechwriter in the United States Senate.
In 1996, Andrew graduated from Princeton University, with a B.A., magna cum laude, in Ecology and Evolutionary Biology and a Certificate in African Studies. In 2001, he graduated from the University of Virginia School of Law, where he was a Hardy Cross Dillard Fellow in Legal Research and Writing and served on the Editorial Board of the Virginia Environmental Law Journal. He is a member of the Bars of the Commonwealth of Virginia, the State of New Jersey, and the District of Columbia, as well as the U.S. Court of Appeals for the Fourth Circuit and the District Courts of New Jersey and the Western District of Virginia.
