Brigadier General USA (ret) Greg Govan served for 31 years as an Army officer in combat engineers, intelligence, and as a specialist on the Soviet Union. With degrees from Davidson College and the University of Virginia, General Govan served twice as Defense Attache at the U. S. Embassy in Moscow, and six years in Vienna representing the United States in negotiations on multilateral treaties, including an update of the Treaty on Conventional Armed Forces in Europe.
