Woodrow Wilson is remembered in part for his foreign policy, which established a new vision of America’s role in the world. But once he left office, subsequent Presidents returned the country to isolationism. The National Commission on Presidential Transitions and Foreign Policy, convened in 1986, made suggestions for enabling greater continuity in foreign policy from one administration to another. Former Secretaries of State William P. Rogers and Cyrus R. Vance co-chaired the Commission. |
