James Madison wrote in Federalist Paper #10 that “no man is allowed to be a judge in his own cause, because his interest would certainly bias his judgment, and, not improbably, corrupt his integrity.” In 1996, the Miller Center convened the National Commission on the Selection of Federal Judges, co-chaired by former Attorney General Nicholas deB. Katzenbach and former Deputy Attorney General Harold R. Tyler, Jr., to review the selection process for federal judges. |
