James Monroe: 1817-1825


James Monroe’s speech before Congress in 1823 outlined a foreign policy approach that became known as the Monroe Doctrine. He declared that America would resist further European intervention in the Western Hemisphere. The National Commission on Presidential Transitions and Foreign Policy, convened in 1986 and co-chaired by former Secretaries of State William P. Rogers and Cyrus R. Vance, examined other presidential foreign policy initiatives and their relevance in successive terms.
