In the election of 1900, Theodore Roosevelt was chosen as vice president because the Republican political boss in New York wanted to “kick him upstairs” to stop him from carrying out reforms. In 1992, the National Commission on Choosing and Using Vice Presidents recommended three criteria for selecting a vice president. Former Secretary of State Edmund S. Muskie and former Maryland Senator Charles McC. Mathias co-chaired the Commission.
