Constitutional Convention

At the 1787 Constitutional Convention in Philadelphia, Founding Fathers such as George Washington, standing right, and Benjamin Franklin, sitting center, worked to develop the new constitution. The Virginia Plan, authored primarily by James Madison, became an essential blueprint for the creation of the Constitution; its proposal for a bicameral legislature in which representation would be based on state population became the basis for the establishment of the House of Representatives.
