President Franklin Roosevelt, right, rides with former President Herbert Hoover. After the stock market crash in 1929, President Hoover’s policies were largely unpopular and unsuccessful. His inability to pull the country out of a winding economic downfall became his biggest weakness when he ran for reelection. In 1932, he lost the presidential election to Roosevelt.
