Gulf of Tonkin Resolution

On August 10, 1964, President Lyndon Johnson signed the Gulf of Tonkin Resolution, which authorized the President to take all measures necessary to protect U.S. armed forces in Vietnam. Johnson later used the resolution as a “functional equivalent” to a declaration of war, although his critics responded that he should have gone to Congress for a formal declaration.
