President Bush and Soviet Premier Gorbachev

While attending a summit discussing arms reduction in Malta in December 1989, President George H. W. Bush, seated far right, had lunch with Soviet Premier Mikhail Gorbachev, seated opposite. After the fall of the Berlin Wall, President Bush was careful not to appear boastful so as not to alienate the Soviet leader and to pave way for healthy diplomatic relations.
