On July 31, 1991, President George H. W. Bush, seated left, and Soviet leader Mikhail Gorbachev, seated right, signed the Strategic Arms Reduction Treaty (START) in Moscow.  This treaty represented the success of U.S. efforts, led by President Bush and Secretary of State James Baker, to establish a meaningful relationship with the Soviet Union after the end of the Cold War.
