At the White House on June 1, 1990, President George H. W. Bush, seated right, and President Mikhail Gorbachev of the Soviet Union, seated left, signed an arms reduction agreement between the United States and Soviet Union. Relations with the Soviet Union were a chief concern of President Bush, and he consistently showed diplomatic skill in his reserved and cautious approach to the relationship.
