On October 8, 2001, President George W. Bush, right, met with Governor Tom Ridge of Pennsylvania shortly before Ridge was sworn in as the Director of Homeland Security.  This position, created in response to the September 11th terrorist attacks, was charged with protecting American territory and people.  Ridge was later named the first secretary of homeland security when the Department of Homeland Security was officially created.
