President Carter and Soviet Foreign Minister Gromyko

In September 1978, President Carter, right, met with Andrei Gromyko, Foreign Minister of the Soviet Union. From 1972 to 1979, the United States and the Soviet Union held talks on the second round of the SALT, or Strategic Arms Limitation Treaty, which worked to limit the deployment of nuclear missiles. The treaty was never ratified due to the Soviet invasion of Afghanistan.
