President Carter Signing the Panama Canal Treaty

On September 7, 1977, President Jimmy Carter, seated left, signed the Panama Canal Treaty with President General Omar Torrijos of Panama, seated right. The treaty transferred rights of control of the Panama Canal to the Panamanians. Many Americans felt that the American-built canal should not have been given to the Panamanians and saw the treaty as a foreign policy defeat.
