Former Secretary of State Henry Kissinger, left, joined President Jimmy Carter for lunch on the White House Patio on August 15, 1977, to discuss the Panama Canal. Although 75 percent of Americans opposed the measure, President Carter supported turning the canal over to Panama, and ultimately his treaty won approval. However, Carter’s poor negotiating skills during the process damaged his reputation.
