President Bill Clinton speaks in front of the White House advocating a balanced budget “that protects our families, invests in our people, and cuts taxes for middle class families.” The Clinton administration was able to balance the federal government's budget and reduce the deficit. By 1998, the federal government had a surplus, which grew to $124 billion by 1999.
