On June 23, 1958, President Dwight Eisenhower, center, welcomed civil rights leaders to the White House including Martin Luther King, Jr., second from left, and A. Philip Randolph, fourth from right. Although he signed civil rights legislation in 1957 and 1960, Eisenhower disliked having to deal with racial issues.
