President Ford and Donald Rumsfeld

In September 1974, President Gerald Ford, right, met with Chief of Staff Donald Rumsfeld in the Oval Office. The next year, President Ford appointed Rumsfeld to be Secretary of Defense. From these positions, Rumsfeld promoted an agenda of bolstering the American military, and in doing so challenged Secretary of State Henry Kissinger’s arms-limitation negotiations.
