In November 1974, President Gerald Ford, left, met with Soviet General Secretary Leonid Brezhnev in Vladivostok.  At the summit, the leaders signed the Vladivostok Accords, which promoted a follow-up to the Strategic Arms Limitation Treaty.  The new treaty was unsuccessful, however, as the nations disagreed over limits on American cruise missiles and Soviet bombers.
