President Franklin Roosevelt studies a globe in the Oval Office in 1942. As commander in chief during the period preceding World War II, Roosevelt attempted to maintain U.S. neutrality, but he quickly converted to overseeing U.S. military operations in Japan and Europe following the attack on Pearl Harbor in December 1941.
