President Lyndon Johnson delivered remarks to the crowd assembled at the foot of the Statue of Liberty on October 3, 1965, before signing the Immigration Act. The bill was considered to have mostly symbolic importance at the time, but it laid the groundwork for the immigration surge that took place in the final decades of the 20th century.
