President Johnson with Gen. Westmoreland
President Lyndon Johnson, left, spoke with General William Westmoreland while visiting Cam Ranh Bay, Vietnam in December 1967. General Westmoreland commanded American troops at the height of the Vietnam War. He promoted sharing encouraging news about the war to improve morale, but this approach was abandoned after the unexpected and decisive Tet Offensive in 1968. Westmoreland served as Army chief of staff from 1968 to 1972.
