After taking the oath of office to become secretary of state on January 21, 1947, George Marshall, left, shook hands with his predecessor, James Byrnes, right, as President Harry Truman looked on. As secretary of state, Marshall led the European Recovery Program (commonly known as the Marshall Plan) to rebuild Europe after World War II.
