In his first term as President, Woodrow Wilson had emerged as a powerful champion of the progressive agenda on the domestic scene. He was also a strong spokesperson for American neutrality in World War I that raged across Western Europe. During the presidential election of 1916, however, Wilson barely won reelection, winning only 49 percent of the popular vote.
