Attorney Robert Hayes is president and general counsel of the Medicare Rights Center. He is best known for his work on behalf of New York?s homeless and led the National and New York Coalitions for the Homeless from 1979 to 1989. Most recently, he practiced law in Portland, Maine, where he was also president of Community Housing of Maine, the state?s largest nonprofit developer of special needs housing. Marilyn Moon is vice president and director of the Health Program at the American Institutes for Research. She is a nationally-known expert on Medicare. She previously served as a senior fellow at the Urban Institute and as a public trustee for the Social Security and Medicare trust funds. Dr. Moon has written extensively on health policy, both for the elderly and the population in general, and on social insurance issues.
