Professor at the University of Michigan who was appointed to President Kennedy?s Council of Economic Advisors in July 1962. During the Johnson Administration, served as Chairman of the President?s Council of Economic Advisors (1964-1969). He intended to curb inflation and supported Keynesian economics, playing a key role in the formation of the Administration?s wage-price guidelines. Later appointed by Johnson as ambassador to Italy (1968-1969).
