Civic leader and Vice Mayor of Cincinnati, Ohio (1955-1957, 1963-1965). In 1964, created the city's first Community Action Commission that drew the attention of new Office of Economic Opportunity (OEO) in Washington, D.C.. In 1965, appointed by Johnson as head of OEO's Community Action Programs (CAP), that include Head Start, Jobs Corps, and Legal Services.
