As ambassador, succeeded in maintaining good relations with France by advising Johnson to avoid open conflict with De Gaulle (1962-1967). Deputy Undersecretary of State for Political Affairs (1967-1969). Never intimate with Johnson, opposed the continued bombing of North Vietnam. Advised Johnson to adopt a low-key policy on the Russian assault on Czechoslovakia in 1968.
