Governor of California (1959-1967). His terms as governor were marked by an extensive water-resources development program (that later evolved into the California Aqueduct), the enactment of the University of California master plan, state economic development commission, fair employment practices, and a consumers' council. He sponsored a multitude of major proposals and more than doubled the amount of state highways.
