Assistant Secretary of Defense for International Security Affairs (1963-1964). Assistant Secretary of State for Far Eastern Affairs (1964-1969). Played an important role in the U.S. involvement in Vietnam. As a member of the National Security Council Working Group, he made strategic and tactical recommendations on the bombing of North Vietnam. Later helped formulate the conditions under which the U.S. halted attacks and negotiated peace.
