Cavanagh implemented an affirmative action program for most of the city?s agencies, welcomed Martin Luther King, Jr. to Detroit, and participated in the March for Freedom. He succeeded in obtaining money from the government through the "Model Cities" program, but was slow to halt the riots of 1967. President Johnson argued with George Romney about the legality of sending in federal troops.
