Helped Congressman Johnson on public land matters as Assistant Secretary of the Interior (1933-1946). Under Secretary of the Interior (1946-1949). Assisted by Johnson as Secretary of the Interior (1949-1953) and supported him for nomination in the election of 1960 to repay his political debts. As a civilian, advised Johnson on matters of conservation.
