As President of the Carnegie Corporation, financed James B. Conant?s study of U.S. high schools and the development of the ?new math? program in the 1960s. During 1964 lid the foundation of the 1965 Elementary Education Act as chairman of a presidential task force studying disbursement of federal aid to schools. As Secretary of Health, Education and Welfare (1965-1968) battled segregation and car-exhaust pollution, reformed the department, traveled to assess situation in Vietnam, familiar with Mrs. Johnson.
