As the Director of Community Relations Service in the Commerce Department (1964-1965), he enforced the 1964 Civil Rights Act and paused Martin Luther King?s voting rights demonstrations in Selma, Ala., in order to avoid bloodshed. As Undersecretary of Commerce (1965-1966), he arranged for reconstruction Los Angeles after the Watts Riot in 1965 and participated in steel industry contract negotiations.
