Description: Founder and cochairman of the National Independent Committee for Johnson-Humphrey in 1964. As Secretary of Commerce (1965-1967), managed the balance of payments deficit and successfully sold Johnson?s programs to the business community. Within the administration, argued against the increase of aluminum prices in 1965.
