Republican Senator from Arizona (1953?65, 1969?87) with a controversial stance on civil rights, who promoted state right-to-work laws, reduction in welfare and foreign aid appropriations, and a decrease of public ownership of utilities. As senator attacked subversive activities and opposed the senatorial censure of Joseph R. McCarthy. As the Republican presidential nominee, he lost to Lyndon B. Johnson in 1964 and returned to the Senate.
