Democratic Senator from Alaska (1959-1969). Chairman of the Subcommittee on Foreign Aid Expenditures, (1965-1969). As Senator, supported most Kennedy Administration Programs and was one of the earliest congressional critics of the U.S. involvement in Vietnam. Voted against the Gulf of Tonkin Resolution, became involved in the anti-war movement, and opposed most foreign military aid expenditures.
