President of the Michigan State University (1941-1969). Headed the U.S. Civil Rights Commission (1955-1969), recommending expansion of federal law enforcement powers in the South. Under his direction, Michigan State University received federal grants for carrying out foreign aid projects in Asia, Africa, and Latin America. During the 1960?s, the University became a battle ground over its alleged support of government intelligence activity in Vietnam.
