Served on a committee charged to recommend ways of restructuring the whole federal effort in housing, urban poverty, and mass transportation, as well as organize the Department of Housing and Urban Development (1965). Headed the White House Conference on Civil Rights (1966). Headed the Commission on Income Maintenance formed to review the welfare system (1967).
