Chairman of the Council of Economic Advisors (1961-1964). After leaving this position, Heller criticized the aluminum price rise of November 1965 and, in 1966 and 1977, endorsed a tax increase accompanied by an easing of monetary restraints. Throughout the Johnson and Nixon years, he continued to advocate the ?Heller? or the ?revenue-sharing? plan that would restore a part of income tax revenues to the states.
