Deputy Director for Plans at the Central Intelligence Agency (1962-1965); Deputy Director (1965-1966); Director (1966-1972). During the 1950s and 1960s, Helms was one of the CIA?s top staff officers and was involved in the Agency?s illegal domestic operations. As Director, he managed numerous projects to establish and preserve friendly foreign governments. The CIA also monitored dissident groups and engaged in covert funding of academic and philanthropic organizations. Helms failed to institute the reforms needed in the Agency.
