Director of the United States Selective Service System (1941-1946, 1948-1970). Responsible for organizing the system under which American men were inducted into the Armed forces to fight World War II, the Korean War, and the Vietnam War. During the 1960s, he urged the local draft boards to draft as soon as possible registrants violating draft laws; in 1970, the Supreme Court ruled against this policy. Hershey defended his draft system before Congressional committees, but later acquiesced to devising a draft lottery system.
