Despite being an ardent critic of the New Deal, Hoffman served as President Truman?s as director of the Economic Cooperation Administration, where he helped implement the Marshall Plan in Europe. There he first interacted with Johnson who was an ardent supported of the Marshall Plan in the House. Later he served the Eisenhower administration as part of the American delegation to the United Nations. Before his late retirement, he served the Johnson administration as advisor on international relations.
