Worked for the New York Times as the State Department reporter. Later served on the Policy Planning Council beginning in 1961. Also served as special Assistant to Averell Harriman and Deputy Assistant Secretary of State for Public Affairs (1965-1966), when he traveled twice to assess the situation in Vietnam. He was a delegate to the peace talks in Paris, where he was an adviser to Ambassadors Harriman and Vance, as well as the spokesman for the delegation. Later he served on the National Security Staff of Walt W. Rostow.
