Architect of theories of counterrevolution warfare who worked in the Philippines in the early 1950?s under the direction of the CIA. Advisor to Premier Diem in Vietnam (1954-1956). Allegedly participated in Operation Mongoose, a CIA plot to end Fidel Castro's rule in Cuba. In 1960, he was appointed to a special task force on Vietnam headed by Roswell Gilpatrick and to the Maxwell Taylor assessment mission to Vietnam in 1961. Served on a mission in Latin America in the early 1960s. Also served in Vietnam as special assistant to ambassadors Henry Cabot Lodge and Ellsworth Bunker and was involved in the rural pacification program (1965-1968).
