Became personally acquainted with Lyndon B. Johnson when the latter was elected to the U.S. Senate, while Murphy became part of the Truman White House staff -- first as an administrative assistant and then as a special counsel. Worked for a year as a member of the national board of Americans for Democratic Action. During the 1960 election, worked on the Democratic National Committee. Served as Undersecretary of the Department of Agriculture during the Kennedy Administration. Beginning in 1965, served as Chairman of the Civil Aeronautics Board.
