Johnson while working at the Public Works Administration (1933-1938) and was responsible for a number of construction projects, among which was a series of dams by the Lower Colorado River Authority. Associated with the Treasury Department (1938-1937). Assistant to General Counsel (1941-1944) and General Counsel himself (1944-1947). Served as Chairman of the Civil Aeronautics Board (1950). Discusses his career as a public servant and the role of the National Transportation Safety Board (1967-1969).
