Named Undersecretary of the Army in 1965 and, within a year, became Secretary of the Army. Since the Secretary of Defense Robert McNamara had stripped the Army, Navy, and Air Force Secretaries of their policymaking powers, Resor worked primarily with administrative tasks. While Secretary, Resor backed McNamara?s plan to merge the Army National Guard and the Army Reserve units. This plan was never implemented. In 1967, Resor agreed to deploy Army National Guard Units to Detriot, where riots were taking place. He drew heavy criticism for the violence with which the National Guard suppressed the rioters.
