Served as a staff economist in the U.S. Department of Agriculture (1961-1964), Director of Agricultural Economies (1964-1965), and Undersecretary of Agriculture (1965). Schnittker, who supported Kennedy, compares him to Johnson and argues that, while the two presidents differed in staff selection and leadership style, they pursued the same agricultural policy. Schnittker discusses the Food and Agriculture Act of 1965 and the difficulties involved in guiding it through Congress, as well as the broader changes in the farming industry of contemporary America.
